The official name of the Project is “Ownership analysis and Real Estate analysis, Revision Development Plan and Current situation analysis, Zoning Implementation, Urban Design Project, Architectural Concept Design, Mathematical and Financial Model (Technical Report), Action Plan (Transformation Strategic Plan), Negotiation process, Processing all of the data in GIS environment” of the 483,13 hectare area and its real estates located in Şırnak province Cizre district’s Kuştepe, Cudi, Sur, Dağ Kapı, Kale, Şah, Yafes, Alibey and Nur neighborhoods which have been declared as ‘’Risky Area’’ by the Cabinet of Ministers’ decision No: 2016/8860 within scope of the “The Law regarding the transformation of areas under the risk of a disaster” numbered 6306.
The 483,13 hectare area located in Şırnak province Cizre district’s Kuştepe, Cudi, Sur, Dağ Kapı, Kale, Şah, Yafes, Alibey and Nur neighborhoods have been officially declared as ‘’Risky Area’’ by the Cabinet of Ministers’ decision No: 2016/8860 on 30.05.2016 within scope of the “The Law regarding the transformation of areas under the risk of a disaster” numbered 6306.
Different kinds of works and analyses have been conducted during the Project including ownership analysis and real estate appraisal of every housing units, field data collection, negotiations with citizens and feasibility. These Works have been handled with a broad approach integrating strategies specific to Cizre, sustainable economic approaches, action plans and transformation strategies with the vision of “Cizre – a place with high life quality”.
The new design concepts aim to create a city with identity while developing strategies to provide the sustainable use and maintenance of natural resources, local textures, cultural values and social welfare while focusing on smart city and building strategies. At the same time our Project intends to make the neighborhoods and Cizre as a competitive district among other by developing social and technical infrastructure.
The process and the necessary steps that need to be followed in order to realize the goals of our Project have also been explained in a guidebook starting from National level scale to implementation project level.
The total number of buildings in the Project area have been determined to be 10.760. These buildings have a total of 28.679 single units while the number of housing units is 23.138 and the number of commercial units is 5.541 units. There are a total of 1.395 severely damaged buildings and 900 of them have already been demolished. The load bearing system of the severely damaged buildings is harmed which leads to the dysfunction of their static structure. This situation is obviously quite risky and pose a great threat to the lives and properties of local residents. Additionally, urban infrastructure, including transportation network, sewage and drinking water infrastructure is highly damaged and not usable.
The architectural projects of the primary phases of demolished areas have been prepared. The negotiation talks with the owners of real estates is in process and are mainly based on the “Transformation on Site Model”. The Minister of Environment and Urbanism Mehmet ÖZHASEKİ has also visited our office in Cizre in order to see and control the ongoing works and transformation of the site. During his visit the minister signed a contract with a citizen as well whose negotiation process was successfully finished.
The Master Plan Revision Works continues with the vision of "Cizre – a place with high life quality ".
